It does not turn off why

Unknown if this is new ST01C timer, or older timer that worked before and stopped working.
Add a comment with more information if needed.

Timer can be defective. Battery can be low. Wiring is wrong. Timer programming has overlaps and conflicts. Program 1 is set but program 2 is not set. No programming is set. Short circuit on lights.

I suggest change battery and reset timer, then reprogram timer.
Write out schedule beforehand to avoid conflicts and overlaps.
Program 1 is ON and program 2 is OFF. Program 3 is ON and program 4 is OFF. etc.

You posted under Intermatic ST01C battery operated timer.
Battery operated timers cannot be exposed to freezing temperatures.
Answer below fits ST01C timer, and other similar timers.

If timer worked at one time, then timer is installed correctly. This is true for all timers.
Most in-wall timers have 1 year limited warranty.

ST01C uses CR2 battery that needs to be replaced periodically.
ST01C manual says to reset timer as last-step troubleshoot.
Programming must be entered again afterwards.

If you are having a problem, then buy Utilitec LW60419-0192773 at Lowes.
You can install yourself using information on following link:
Utilitec does not have battery and can be exposed to cold.

Another dawn-dusk Timer is Honeywell Aube T1033
Aube is also battery operated like ST01C and it cannot be exposed to freezing temperatures.

Sylvania SA170 offers ez-set zip code feature for dawn-dusk operation.

I forgot how to set my lamp to turn on at 4PM and turn off at 12 midnight.

You posted under Intermatic ST01C battery-operated in-wall timer.
This is not a plug-in timer.
You say you have a timer for controlling a lamp >> that sounds like a plug-in timer and not an in-wall timer.
If this is not your timer, or you are uncertain about which timer you have, then add a comment and describe your timer in detail including buttons and anything you can remember about setting times.

If you have the ST01C timer, instructions are lengthy and best done with accompanying images:

If ST01C was programmed correctly in the past, and the timer stopped working, then battery might need replacement, or timer might be bad. If battery is dead, your programs are still saved inside timer, and all you do is reset current time.

Manuals for each timer appear on page.
Programming takes patience, which might be why your customer wants you to do it.
And these 1-year warranty timers go bad, and then timer will not reprogram, which may be another reason why customer wants you to do it.
Intermatic EJ500 and ST01C are battery operated, and will not program if battery is low.
Aube has rechargeable battery that is not replaceable, and this timer will not program if battery is bad.
Other timers shown below have clocks that operate on 120V circuit and require white neutral before display lights up.

Generally each programming is same: You set current time. Some timers you set daylight savings time. Some timers are 7-day, and some offer dusk-to-dawn. For 7-day, you set event1 ON and then event1 OFF for up to 7 programs. You choose the days for each event to operate. Before programming, make a schedule so there are no overlaps or conflicts in programming.
With Intermatic EJ500 and ST01C, event1 is the ON event and event2 is the OFF event, up to 40 events.

Cant get to the off setup to program timer. the timer wont come on at the set time

The ST01C is unnecessarily difficult to program.
And the manual is confusing and unclear.
I wrote a page to help ST01C users who want specific on-off times (not dawn to dusk):
I test and work with timers each day, and I had to fool with the ST01C for an hour or more.

First thing I learned is how to clear programs and start over.
Hold down ON-OFF and press reset button with paper clip.

Next thing I learned is to set programs before setting current day and time.
That way when you have to reset and start over, you are not re-setting current day and time each time.
Set current day and time after programming timer.

Timer doesn't have to be wired into the wall to set programs.

Here's a tip:
Program1 is ON
Program2 is OFF
Program3 is ON
Program4 is OFF

The key is watching the small light bulb icon on display when programming.
When light bulb is dark, that is ON
When bulb is is light, that is OFF

Need instructions to program Intermatic Model #E140C wall switch timer.

Do you mean Intermatic E104C box-type timer? Intermatic does not make E140C

Manual says "refer to programming instructions on time switch door"

Manual says timer has 8 events per 24-hour day ... 4 'on' events and 4 'off' events. Normal operations, selectors are set to AUTO and RUN.

Using sketchy info from manual about programming:
Set sliders to MANUAL & TIME/SET
Press EVENT for event 1 ... set hour and minute using HOUR & MIN buttons ... this will be 'on' time
Press EVENT for event 2 ... set hour and minute ... this will be 'off' time
Set all 8 events ... 4 'on' and 4 'off'
Move sliders to AUTO & RUN for timer operation
