I would like to know if my ruud uakb-024jaz is a heat pump. I was told the unit outside is running in the winter when the heater is on. Should my unit be doing this?

If this unit is located outdoors then it is your condensor fan. Can you hear the compressor come on? If not it could be the capacitor is bad,
If compressor comes on but fan does not, it is most likely your fan.
the orange or blue wire should go to the heat pump and energize the reversing valve and the compressor should be running when the heat pump is on. All it does is reverse the flow of refrigerant and pull btu's from the outside air and deliver them to your house. Check to see if your aux. heat is coming on with the heat pump. If it is electric furnace, this will help explain why your bill is so high.
Check float switch at Air Handler inside. Check breaker to outside unit. May have red button on outside unit by copper lines may be tripped. Have someone turn on unit while you stand by it. Can you here the contactor pull in. If so you have a high voltage problem. Call service tech adn ask for free estimate. That way you know what is going to cost you. Rus
Trace the wires (small cable) going to the out door unit. This is your 24v control circuit. when it enters the outdoor unit it ties to wires routing through the inside of the unit trace these down. For AC units 1 usually goes directly to the "contactor" (the item you push in and the unit runs?) the other wire can also go to the other side of this same item. But I suspect it goes through other tings before it finally gets there. Some items are the high and low pressure switches and a delay timer. A red button sticking out where you can reset it is the high pressure switch and if it clicks and lets it come on you may have a dirty outdoor coil or a fan motor outdoor that is not operating all time. A low pressure switch has no reset normally on AC or HP. A delay timer will have 2 3 or 4 wires depending on the type of timer. 1 of these wires goes to the contactor (usually) and one of them feed this wire. remove the wire going to the contactor. now 1 at a time take the other timer wires and touch them to the wire just removed. if the times is bad the contactor will click when you touch one of them with the removed wire.
If its a heat pump you will have to make the contactor try to come on around the board. and this you will need some knowledge on which and what feeds your contactor. Here Id suggest a technician. If I had a way to see your setup and wiring I could talk you through this but its too hard to type and would take way too long.
Is the compressor running? is the outside unit clean and free from debris? does this unit work in the heating mode during the winter, and is it still capable of that now.
If your unit is blowing heat inside and it's not a heat pump. It will be most likely electric heat in your case.
Sounds like you have a split unit meaning the condenser is outside and the cooling and the heat features are inside or under your home.If your Rudd is a heat-pump the outside unit will cycle/blow cold air outside in winter and hot air will cycle/blow outside during the summer season. Now, if for some reason the heat is not coming on inside the house, would be the only reason that you would need to be concerned. Being a heat relay or breaker of could cause that problem. YOUR MODEL HAS A 3-5 MIN.TIME DELAY RELAY IN THE CONDENSER CONTROL PANEL OUT-SIDE. DO NOT ATTEMPT TO FIX-IT YOURSELF ... THERE I SAID IT.
IT IS WIRED INTO THE 24VOLT CONTROL CIRCUIT. THEY DO GO BAD AND OFTEN.
IT IS THERE FOR A GOOD REASON. IT GIVES THE COMPRESSOR TIME FOR THE PRESSURES TO EQUALIZE INTERNALLY TO PREVENT "HARD START CONDITIONS".
RUUD HAS A GOOD WARRANTY ON ALL PARTS 5-6 YEARS I BELIEVE. IF IT IS THE TIMER IT IS INEXPENSIVE ANYWAY.
