This usually means that the circuitry that detects the disk insertion event (it's a small optical sensor) or the drive mechanics that **** the disk in (a small motor in there) have stopped working. It typically requires a repair of the entire Blu-Ray drive (I just had one done and it cost $110 at a local shop.) You can check Craigslist in your area for shops that repair this issue...
