Question about Kenwood PB-34M, ,TH-22AT,TH-42AT,TH-79A, 9.6v 1000mAh NiMh Pk 2-Way Radio
It looks like the key panel is defective and must be replaced. Standing to your description the receiver is working. Here the biggest third party part seller. Call them and find out if the panel listed in parts includes the key pad.
Kenwood has no parts for old model. If Partstore does not have the spare, try Kenwood, or look for second hand parts on Ebay.

Tips for a great answer:
Examine your keyboard to ensure your "Number Lock" key is not activated.
This activation is indicated by the key being lit up.
If the key is activated, press it to deactivate the lock.
The number lock key will deactivate an entire segment of your keyboard
Start, click Run, and type regedit to open the Windows registry editor.
In the registry, open the below folders.
Within the keyboard folder, you should have a string value named "InitialKeyboardIndicators" with a value of 0, 1, or 2. Below is the explanation of each of these values.
0 = Num Lock is turned OFF after the logon.
1 = Disable Num Lock.
2 = Numlock is turned ON after the logon.
hope this helps
