Used filler for filling nail heads rubbed back next day perfect two weeks later painted wattyl undercoat water base and filler went soft

The wood filler, a water based product, pulled the water out of the latex paint and softened. To preclude this in the future, you can cover these repairs with shellac or another sealant to provide a barrier between the filler and the paint. Spray shellac is available in hardware stores, and is used on water stained ceilings before repainting.

Can I paint over this with a water based paint

Don't use a water-based paint for any purpose on a motor vehicle.

It can damage the finish of existing paint, and will NOT stick to the original paint. If this is just a stop-gap measure to cover some imperfection(s), and you don't care about perfection in the result, just purchase a can or two of spray touch-up paint and "have at 'er"!!!

Hello, I can not split the base for the monitor hp 1730, can assist me please, stuck in the laptop position

You have to remove four screws in order to separate the monitor base from the monitor.
Check the manual (section "Setting Up The Monitor", subsection "Removing The Monitor Base") for images of the location of the screws.
You can download the manual using this link: http://bizsupport2.austin.hp.com/bc/docs/support/SupportManual/c01129544/c01129544.pdf

Stem on lcd monitor can't be removed

Usually the stem has a plastic cover that hides the securing screws from view. You must pry up the cover to reveal the screws securing the stem to the monitor. This is most easily done with a Plastic pry bar or plastic putty knife. Hope this helps you with your problem.

Viewsonic vg2021m base mount

Gently lay the nonitor, face down, on a table such that it will not be damaged while you remove the base. You will find a curved strip of plastic about 1 1/4 inch wide and 4 inches long. Near the center of this strip, you will find two parallel plastic ridges. These are clips that hold the base to the monitor support post. Squeeze these clips together to remove the base from the support post. I was able to squeeze the rear strip toward the rear of the base and ease the rear of the base off that clip and it came apart ok. It is a bit tricky, but doable. Good luck.

Removing oil-based primer from LCD monitor screen

paint thinner is about the only thing that could be safe for most plastics. but as its dry that will not likely work.
try some extra virgin oil or penetrating oil and rub it into the dots.
if you can get it to take the oil then it will come loose.
but you may have plastic damage anyway where they melded.
