Sounds like the Oreck is clogged. You'll have to undo the bag by the way of the clip in the middle at the back of the main black spindel neck and then at the bottom. Then take apart the main neck by pushing the rubber mounts upwards to release the pip fitting locks and holes. You should find that either the top of the neck or the bottom - where the dust channel feeder is located - is clogged. Either that or there may be a clog in the main dust channel after the roller brush or wedged into the fan unit itself - the Oreck XL is a dirty fan system which means clogged dirt can often get stuck between the dirt and the dirt channel.

I would advise you to ALWAYS to FIRST UNPLUG THEIR VACUUM before beginning any service procedure. The motor has 5 wires to the motor as stated in the Oreck owners manual, tow are for the headlights, one is a ground wire, and the other two are for the motor. There are two screws that hold in the Oreck motor and a good suggestion is to use tape the wires leads and mark the wires so that you will not make a mistake as you take it apart and reassemble the motor. That way you will not make any mistakes, whether or not you have wires for a headlight or not, the rules are the same. Also refer to the owner’s manual schematic and the exploded view. I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. You can contact the Oreck factory for the wiring instructions but you need to give them the model # and the serial # if needed and I will supply you with the Oreck website and the cust serv phone # listed below. Also, you can check the owner’s manual and sometimes there is a schematic that shows you if information you need for changing the motor. . These units are called dirty air units because the dirt literraly runs thru the fan attached to the motor and is blown into the bag. Most newer vacuums are called clean air because the filter bag is in the path, and the dirt is sucked into the bag, never reaches the fan or motor.
I'd say if it is that dirty, may be a fire hazard, and you may have worn out the seals on the part down at base that pivots to a point that replacement is necessary.
(I'd blow out the dust and keep using if it was me, and then check again in a few weeks, before I replaced. But I like living dangerous.)

yes. it might be broken. you will need to remove the 5 screw on the bottom and see if the belt is burned. it more that likly is.
