Two ways you can try to modify it...one electrical and the other mechanical:
1) Add a motor speed control rheostat to the control circuit to vary incoming line voltage and therefore reduce the speed across a wide range of settings. The cost is higher than a mechanical fix and many people do not like to work with electricity. It also requires a means of enclosing the switch to keep it safe from the elements if outdoors.
2) The easier fix is to add a ball valve to the stand pipe the blower sits on. Add it above the check valve and then slowly close it with the unit running to gradually reduce the air flow to an acceptable level.
