Yes, for most movies the surround speakers are for music and background. Unless the person speaking is supposed to be behind you, the voice will not come from there.
Either the player or the set it is hooked to may have in the audio settings a "Hall" or similar setting--background will be louder than people speaking---its a setting.
Look carefully in Menu---many Toshiba sets have a HALL or Theater setting which will make background louder than people talking--likely your problem and the owner manual should explain this.
Cell phones transmit the sound as digital data. The data when converted back to analog to listen too CAN have "digitizing noise" which will sound like static.
WORSENING the problem is if there is noise in the background of the person sending the voice and the worst possiblle is to have MUSIC in the background. These both drive the CODEC (the analog conversion system) crazy and will create what you describe. The CODEC is designed to transmit ONLY voice.
Check your speaker connections it sounds like you have a 5.1 or higher sound system. 5.1 means left front speaker, right front speaker, center speaker, right rear speaker, left rear speaker and subwoofer.
Voices in movies all get channeled to the center speaker (you can usually hear it a bit from the right and left front speakers as well). If your center speaker is disconnected or not working, you will only hear the background sounds.
