New cameras and devices in general, usually have small plastic or tape on the batteries that you must remove before the first use.
also, sometimes the batteries do not come pre-charged, and require a long charge time before the first use. check with the manual or store, if you are unsure.
try turning it on while plugged in and charging..
this camera is considered very bad with users who have posted online about it. it is notorious as being cheap and breaking easily, you may simply have to return it.
