Turned the refridgerator dial up from 4 to 5 and next day noticed the fridge was warm so turned the dial all the way to the coldest and is still warm. The freezer dial I also turned up at it is now not freezing but was before. Model # FRT221RSHBO manufactured in 1999.

CHECK AND MAKE SURE YOU CAN HEAR YOUR EVAPORATOR FAN RUNNING (INSIDE MOTOR). IF IT IS NOT RUNNING ... AND YOUR COMPRESSOR IS RUNNING. THE MOTOR OR DEFROST TEMENATION SWICTH COULD BE DEFECTIVE. IF NOTHING IS RUNNING ... TRY TO LOCATE THE DEFROST TIMER(USUALLY LOCATED WHERE YOUR COLD CONTROLS ARE) YOU SHOULD SEE A SMALL HOLE WHERE YOU CAN MANUALLY TURN THE TIMER WITH A SCREW DRIVER.IT CAN ONLY TURN IN ONE DIRECTION. IF THE MOTOR IS RUNNING. CHECK TO SEE IF COMPRESSOR IN THE BACK IS RUNNING ... IF IT ISNT AND IS "HOT" (BE CAREFULL) SEE IF THE CONDENSER MOTOR NEAR THE COMPRESSOR IS RUNNING ... IF NOT ... THE COND. MOTOR IS BAD ... THAT MOTOR RUNS IF POWER IS GOING TO THE COMPRESSOR ALWAYS. IF COMPRESSOR IS HOT AND NOT RUNNING AND COND. FAN IS RUNNING .... UN PLUG FRIG AND WAIT TILL COMPRESSOR IS COOL TO THE TOUCH. THESE COMPRESSORS HAVE AN INTERNAL T-STAT THAT PROTECTS THE COMPRESSOR IF IT SHORT CYCLES.IT SOMETIMES GETS SO HOT IT DOES TAKE HOURS TO COOL OFF. THERE IS ALSO A DEFROST-TERMINATION SWITCH THAT CAN GO BAD. CONSULT A LICSESED FACTORY CERTIFIED COMPANY TO GIVE YOU A FIXED-PRICE DIAGNOSTIC TEST.

sounds like you may have gotten a refridgerant leak causing a low charge condition. some refridgerators have a evaporator fan if this quit working it will cause it to freeze up .thus the freezer does not use a fan and it will still get cold

SOURCE: freezer is freezing, fridge not
the most common cause for this is the evaporator has become iced over and will not properly circulated the air.
Look in the back of the freezer and see if there is ice build up,if there is you can remove th back panel and use a blow dryer to defrost the evap coil.
once it is defrosted then you will need to check the heating element and make sure it has coninuity.
also make sure the fan in the freezer is working during normal running if it is not runniing then you may need to replace it.
the last thing that could be wrong is a faulty defrost timer.
