SOURCE: idle hunting

I feel that with the description you have given, that the problem lies with your carby.
It's either
- the choke is coming on
- the carby needs a service. Either a shaft is sticking or the fuel jets are blocked.
- low engine oil
these could all cause the above problem

Fh580v has weak spark

Weak battery? That is the simplest and best way to eliminate that factor. Even if it runs it can seem charged but will be giving less power to some components. Maybe the charge system is weak. Run it with jumpers or a diff battery and check spark. Same thing? Ok. Check all your grounds, connectors, wiring, and particularily the coil terminals for corrosion and looseness. All good? Heres a video. Only other thing could be bad plugs or wires. Good luck.

2008 Kawasaki Ninja 250R idle surging

Hi, Ragh and the usual suspects are:
1. Extremely lean fuel mixture.
2. Dirt, rust, water, or ethanol sludge in the fuel system.
3. Sticky throttle cables.
4. Multiple carburetors not in synchronization.
5. TPS sensor out of adjustment or faulty.
6. Wrong spark plugs for the type of service.
7. Throttle bodies not in synchronization (FI)
8. Faulty O2 sensor.
9. Clogged, stuck, or faulty IAC valve.
10. Aftermarket components not compatible with ECM.

The governor on my fh580v kawasaki engine doesn't seem to be working. After I start it up it slowly speeds up to a high rpm. If I run the governor arm with my hand it works fine but doesn't have...

Your throttle plate and or governor arm may be out of whack. Download a technical service manual in a pdf off the internet and follow the instructions on how to set them. Be sure to put a 6mm pin or bolt in the hole while adjusting. You want to set your governor arm prior to setting the throttle plate. I had the exact same issue on mine and that was the resolution. Good luck and be sure to set your rpms correctly for high and low speed idle. Again the technical service manual will provide info on how to do it all. They sell a little hour / rpm gauge on ebay or amazon for like 15 dollars where you just have to wrap the wire around the plug wire 4 to 5 times and it will read your rpms. :)
