Question about Vacuums
Hi to do this you will have to somehow find a service manual, this will give detailed instructions on why and how. I have searched for one however i was unable to find any. Perhaps a direct plea to the manufacturer may help?
In any event, usually the is NO "Fixing" of the retractor, most often, the mount at the rear attachment of the coiled spring, brakes and this stops it retracting.
The fix is to replace the entire recoiler assembly. This is pretty simple job, if one can obtain the parts.
However my professional advise is to take it to a vacuum repair shop, (NB: Only take it to a repair shop that deals in YOUR brand) and ask for a "Quote" for the repair, I am sure it will be modest indeed. You see this is just such a common thing that they fix all the time.

Hi,most cord reels have a metal flat spring, wound very tight, like in an
old clock (if you remember cartoons very well, you can imagine the
spring). It's this coil that retracts the cord. The locking in/out
mechanism is similar to a venetian-type blind pull; you can release
the blinds, and lock them in any position you choose by pulling
slightly at an angle.
The cord reel itself is mechanical; however the cord usually is soldered or otherwise wire-connected to a metallic contact, which in turn is connected to the motor. So if a cord is yanked hard enough to dislodge the connected contact, the vacuum will not run. But, it does take a big yank!
Cord reels, as a rule, are only good for so many ins-and-outs. Eventually they all fail. But, how convenient they are!
