Question about GE WBSR3140DW Top Load Washer
Sounds like you may need a motor. If the electronic brake fails it will cause the washer to slow down. there is a led on the board in the motor. See if you can find it and count the number of flashes. 9 flashes is bad brake.

The inner tub on some machines does rotate very slowly while filling to assist with the even distibution of the load. If the agitator is turning back & forth while in fill mode, you could have a timer or transmission problem. You need a tech.
