Looks like it takes a 19V 3.42A Power supply.
Look on the back of the monitor near the power jack and find where it says "input"
If it says 19V 3.42A then this is what you want:

THE MONITOR DISPLAYS MESSAGE-- NO SIGNAL INPUT

Check your signal cable from the system unit, if this persists, then its the display that is not working or try opening the computer, replace is ram with another chip, again if this fails, remove its cmos battery, unplug all the power cables from the mother board, leave it for atleast 20minutes, replace everything and power it on.

What size is the power socket lead is it 5.5 outer and 2.5 inner thanks for your help

From my repair experience, 5.5 OD and 2.5 ID is commonly use on the power supply adapter since 2.5mm is made to handle higher current than the 2.1mm (2.1mm is usually for 2A or less).
Center is also positive.
But your can also be 6.5mm OD x 3mm ID. I would try Radi Shack, that is where I get the DC barrel connector in case of emergency repair.

17" lcd monitor V7

90% of LCD monitors failures are due to bad caps, as you can see in my albums.
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

V7 L17PS speakers wont play sound. do i need to connect something to the tower?

You need to connect an audio cable with stereo miniphone plugs at both ends (Radio Shack), one end goes into the audio line out (green jack) on the PC, another goes into audio line in (green jack) of the monitor. Set the volume conrtrol on the monitor about 1/2 way up, then adjust the volume at the PC.

When turned on - green power light comes on then screen momentarily flashes - very quick flashes every second or so.

Are you getting any video on the screen? I would make sure the power cord in the back of the monitor is securely seated. Make sure the video cable from the monitor to your desktop is screwed in tight as well.
Hope that helps

V7 blinks as it struggles

If you can hear a very high pitched whistle from the back of the monitor and it's randomly blinking chances are there is a bad capacitor in the monitor. These aren't very difficult to fix if you are skilled in electronics, if not however, then the monitor is going to cost too much to fix for it to be worth it.
