You can try downloading VLC MEDIA PLAYER for free from WWW.CNET.COM and installing it on your computer. It believe it should have no problem playing that type of file (.VOC). You can read about the program, check out other user's reviews and download it free if you want at the following direct link to the CNET free download page:
Just click on the big DOWNLOAD NOW (19.42 MB) button on the left hand side of the page when you get there, and then follow the onscreen instructions.
