You can reset back your mep counter with cable unlocking process. This method also make your blackberry bold 9700 network unlocked to all operator network provider, which mean you can use any sim card on your phone without buy blackberry unlock code again. Cable unlocking process only can do at mobile repair shop don't try to doing at untrusted dealer. Good luck!

Unlocking the phone with 0 attempts is possible. What you can do about it is take it to a good mobile shop, they would set it on grand reset and it would release the hard lock from the phone.
After that, you would have 10 attempts again left on your mobile. Now you can unlock your blackberry from Blackberry unlocking codes with IMEI. They are third party vendor with reliable, CHEAPER and very supportive. I hope it would help.
