I recommend taking it back to the place of purchase and have it taken care of under warranty, there is nothing more that can be done with the present situation.

Open the above link and Click on "Supported products", you will find your card listed there.

Download the file and installed it.Your graphic will work fine with Windows 7.

Your Notebook doesn't support windows 7 according to Sony.But if Windows 7 work fine with your Notebook then it's good.The graphic card which comes with your laptop is support by Windows 7 and the driver for that chipset is available and there should not be any problem with your graphic card.

I still havent found Access as a download you can purchase online. However, I did dowload the 60 day free trial of Office Business Edition with Access even though I had all the other software. It works fine and I'll have a chance within 60 days to convert this to a full purchase.

redownload the software - go to Sandisk website if you lost the CD

Try to separate the power cord of your monitor from your system or maybe if your using UPS(uninterrupted power supply) directly plug the UPS to the wall outlet. either you can use pretty voltage regulator to the regulate the AC power.
if not solve the problem try to examine the your system power supply.
