The manual for your EP961 says that it needs at least 10 minutes to heat up before it will produce heat. A yellow light will light up when it is ready. Did you wait the appropriate time? Also, there are 2 switches, one to start the system and another on the handle to start steaming once the water heats up.
Is this a new steamer?
If you have used it before, are familiar with it, followed the directions and still no steam, then I would contact the company for repair.

Hope this helps,

Handie Andie

Will not turn on not the fuse

Not many vacuum have a fuse anyway. There may be a thermal protection device on the motor but if the motor is not hot and it wont turn on, it is time to replace the unit.

My vax model number v-60 keeps cutting out and wont start for an hour or , then only for a minute or so

Sounds like a bad motor. The vacuum probably has a heat sensor that cuts the power if it gets too hot. If the motor gets hot it probably has a short.
