Im trying to add new numbers programmed into my pro-94 scanner. i no longer have the manual and i have been browsing the web everywhere with no luck so far.

put your scanner in manual mode.and then go to program mode and program your frequencies into your scanner.try that and see if that works.....if not it could be a problem in your Radio....
No telling what he did, but if you've tried deleting his entries and the scanner is still locked up, you'll need to reset it. This procedure will clear all the information you have have stored in the scanner. 1. Turn the scanner OFF. 2. While holding down the 2 and 9 keys, turn the scanner ON. CLEAR will flash for about 5 seconds while the scanner clears its memory. NOTE: Do not turn the scanner OFF until CLEAR stops flashing.

According to the manual the Pro 94 should cover that frequency.
Please note, certain frequencies are blocked in some countries. I see no reason why 217.031 should fall into this category although the closest may be 217.030 which should be close enough
