It's hard to know without putting on a bench and doing diagnostics or, maybe a tech with experience on these decks knows of common weaknesses.
You might seek help from folks at audiokarma.org.
Whatever happened it probably isn't good. Smoke is usually sign of a fairly significant electronic failure of some sort. The Dragon is arguably the holy grail of tape decks, so it would be worth fixing back to good health.
