Well without more information it is hard to say, but if you go to the start menu and in the search bar for win 7 and vista or in the find box in xp type "msconfig" by doing that you will get a window that pops up. Go to the startup tab and turn everything of and click accept and close then you will be prompted to restart your computer do that and see if that fixes your problem. When the computer comes back on there will be another window that pops up click the check box and close the Window. If that does not fix it you may have a virus. Do a Google search for malwarebytes and install it there is a free version make sure you update it and do a virus scan that might take care of your problem.
