First, recover your files. download asoftech data recovery software
I've had to use it many times in the past but in this case you need to plug that drive into another system as an external drive or slave drive and run the software from there. It will rebuild the drive and hopefully recover the files.
After you get back your files, you can then format the drive and reinstall your system.

Unfortunately, it sound like the symptoms of a failing hard drive. You ought to connect the hard drive to another PC to check out whether it is OK.
If not,don't worry about the data on it.You can get your files back by using a data recovery program.

You might only need a new power supply. Your files could probably be recovered in any case by installing the hard drive in another computer (perhaps you have a friend with a similar PC).
