Remove the batteries at the same time that you remove the camera's memory card. This will allow the camera to reset. The camera does not require the memory card to operate, so leave the memory card out as you reinsert the batteries. If the camera turns on with the memory card out, but not with it in, you may have a corrupt memory card. Contact the memory card's manufacturer for a replacement.
Turn on the camera in playback mode. This mode allows you to turn on the camera without extending the lens. If your camera is already set to playback mode, it may appear the camera is not turning on when you press the "on" button, because the lens will not extend.Contact Sony if your camera still won't turn,if you bought your camera new from a licensed retailer, it should come with a one-year manufacturer's warranty.
