Question about A9Tech A9Converter
I would try AutoDesk TruView as it can run Win7 and while it can open and view DWG files it can also save them as other versions of "real" DWG files.

According to the website it is compatible with Windows 7. Try right clicking on the icon, goto properties and find the compatibility tab..
From there you can try to run it as administrator (which does help a lot of things) If that don't work then try running it in compatibility mode for a previous version of windows.
