The problem will be 1 of 2 things, the flash bulb needs to be replaced, or the small circuit board "with a few parts" that charges the flash bulb is defective.

Flash not working

You have a defective mode switch assembly which will require replacement by a camera shop. This is not a user fix.

I have a canon digital rebel xt with a speedlite 200e flash. The flash is not working in full auto mode, although the built in flash is. I have replaced the batteries in the flash and the ready light comes...

In auto mode, the flash works only if it is necessary. You are saying that the flsah doesn't work in auto mode, and I assume that in other modes it's working properly. That means there is nothing wrong with the flash. So don't worry about the flash, it will fire in necessary, in full auto mode.

Flast doesn't go off.

Is really sounds like time to replace it. These are old flashes and we are thankful they have lasted as long as they have. I have an Auto 30DX very similar to yours.
open the battery door, pull out the silver tab and remove the module.
Go on Ebay and buy another 322, 333, 344, 422, 433 or 444 flash. Try to find one with the same module as yours. That way if its the module, that's dead, you have 2 good flashes and you can just buy another module. These things are rather cheap these days.

No flash in auto mode

Try a mode other than auto, and turn off the flash. Then try taking a picture. Did it work? If so, then your flash is either burned out, or the flash safety circuit thinks that the camera is open. If the flash is burned out, then professional repair is required, as a flash change-out is not trivial (Call 1-800-OK-CANON). However you mention the flash works sometimes, so a totally burned out flash tube is unlikely.

It's more likely to be only a break or bad connection in the safety circuit. Many Canon cameras use some of the screws in the camera case to serve as a means of detecting if the case is open (and thus disables the flash to prevent shock). Examine all the screws around the perimeter of your case. Are they all there and tight? If not, tighten loose screws and try moving and replacing any missing screws with one of the others that are still there.

Where can I get a manual for this 35 mm camera? Canon does not have one on line.

The dial has six positions. If you rotate the dial fully clockwise, you are at the "Auto" position. In this position, the flash will fire if light is insufficient.
One click counterclockwise from this is "Auto with Redeye Reduction", and a preflash lamp will fire before the shutter to reduce redeye.
The next click counterclockwise is the "Off" position.
The next click counterclockwise is the "Flash On" position, and the flash will always fire with the shutter.
The next click counterclockwise is the "Flash Off" position, and the flash will not fire.
Full counterclockwise is the "Self Timer" position, and the shutter will fire 10 seconds after the button is depressed.
