I would get the battery checked. It may have the full voltage available (dash and head lights may work) but as batteries age they loose their cranking amps. Depending on what type of battery it is you may be able to get it tested at an Auto-Zone, O'Reileys or similar store under load to see what cranking amps are available.

Sorry on way 1st question went engine has new gas-fuel filter, line carb taken apart cleaned-starter taken apart wheel is engaging sanded and cleaned flywheel-magneto for sparkplug cleaned and working

Either the valves are out adjustment or the decompressor has failed.

Most OHV valves valve clearance open over time causing the decompression system to become in effective; however, the decopressor fails and even properly adjusted valves will still will not decompress the cylinder for starting.

I just repair a B&S 310000 series that had so much compression that the engine would even complete a cycle. After checking the valve adjustment I found that the decompressor on the cam had failed.

Honda GC190 can't pull starter cord

This is a problem with GC-160 and GC-190 engines on pressure washers, tillers, etc. Once they get some hours on them and as things seat in-wear in, they get to a point you can not pull the start cord. If you remove the spark plug, the engine turns easily then the valves need adjusted. The valves are set .005" to .006" off the seat. This allows enough compression release but the engine runs. I find the valves need adjusted every 25 hours, not the 100 hours Honda states.

Engine turns over but doest start ive checked the spart plug its fine the batterys charged an all the elictrics are working petrol and oil is fine ? any ideas

you should first do a full inspection before you try to get it running. If this is the case, I'd do a compression check first because it's easy to do. First, check the quantity and condition of the engine oil. Hook up or purchase a good battery. Leave out the spark plug and crank the scooter for ~5 seconds. This helps to circulate the oil. Let it set for ~15 seconds and then do it again. It's not a good idea to continuously crank the starter because it can overheat and wear out prematurely. Most scooters need a minimum of 100 psi in compression in order to run start and properly. Compression should be checked when the scooter engine is warm. However, that's hard to do if your scooter is not running. So, just hook up a compression gauge and open up the throttle all the way. Crank the scooter until the needle on the compression gauge stops moving. This should take no more than 5 seconds. Very roughly, 100-125 psi is good, 125-150 psi is very good, and 150+ psi is great. If you don't have this level of compression, then you have bad valves and/or bad piston rings. If you want, you can add a teaspoon or so of oil to the engine through the spark plug hole. Then try the compression test again. If compression is higher, then it's likely you have bad rings. The oil will seal the rings and give you better compression. If compression is the same, then you have bad/misadjusted valves.

hope this helps

Having problems with B&S 18.5 HP Intek. Turns 1-2

This sounds like a compression release issue, which is directly related to the OH valves needing adjustment. Remove the valve cover and adjust the valves per B & S exact instructions and your starting issue will likely be solved. The valves are needed to be adjusted periodically on these machines. The compression release feature works off of the camshaft and is controlled by the action to the intake valve. It works at low speeds and then cancels as the engine starts running.
Many, many users have this problem and are unaware of the compression release mechanism and the fact that the valves periodically require adjusting, They tend to blame their starting problems on a weak or bad battery, which this problem mimics quite well.

Engine turns over with spark plug out but as soon as put plug in it turns over till piston comes up on compression stroke I am thinking time for new starter ?

It's possible that just the valves need to be adjusted. Instructions are on the Briggs site. These OHV Intek engines have a built in compression release that causes the problem you are having when the valve lash is out of adjustment. It's a relatively easy fix and you only have to remove the valve cover (4 Bolts) to access the rocker arms to adjust. For your info the web location is:

Have the battery tested at an auto parts store to ensure there is enough power in it. Sounds like it's strong enough to turn the motor with no compression (spark plug removed) but too weak to turn the motor with compression. Also check for loose or corroded wires.

Allis chalmers b starter problem

Two things come to mind. If the plug base is too deep it could bottom out on the piston, and if the cam/shaft timing is off by a tooth or more it could also cause this problem. Check it out.
