Please remove off the battery for few minutes and allow the charge to phase off which should reset and get the calculator's processor to work.
After removing the battery press all the keys to discharge any charge and replace battery after about 15 minutes.

My calculator keeps showing the number 1 and is completely frozen. I can't clear it or turn it off. I've tried replacing the batteries and it's not working. Help!!!

There should be a backup battery in the calculator that you can remove also. This battery keeps power to the calculator when the main batteries are removed so that information doesn't get lost while you change them. Try taking this battery out for a second along with the main batteries and that might fix your issue.

Ti-84 plus, calculator is frozen with just a flashing cursor, no key operations work. Batteries were corroded, but calculator has brand new batteries now, and problem still persists. Would resetting it...

its possible that the batteries leaked inside and cause some problem.
you can try to reset but only if you can connect the Calculator to the computer because the keypad is not working
if you want to fix the Calculator let me know

I am glad it worked for you but TI advises against removing the keypad while calculator is on. There is a possible loss of information.
