If the monitor setting menu is from the Operating System (windows xp the like ...)
then this can be that your system is not that clean, try some clean up program
(like ccleaner from ccleaner.com) and also run antivirus full scan of your system
might helps. Try cnet.com, there u can find many tools or antivirus to download.
If the popout is from the monitor it self. then you might try to check the cables
connecting the your monitor to CPU also the power cord. sometime lack of power
can badly affect the monitor or even damage it.
