I believe the first step- which I am sure you have completed; is to make sure the batteries are fresh and inserted correctly. Many toys also have a "demo" mode, as well as "off/on". Check to make sure the toy is actually turned "on" and not in the "demo" mode that most toys are shipped in to the retailers; this will ensure that the toys works in the best possible fashion.
