Check the over flow float inside. It may be stuck in the up possition. It sould go up and down easy. If thats not the problem you might have a cloage or defective inlet valve. make sure water is off to dishwasher befor removeing the inlet valve.

Dishwasher has water in the bottom

check and be sure you don't have something stuck in the water pump for the drain or else the pump maybe bad and needs replacement. In addition, be sure the pump belt or motor is driving the pump.

FDB251OLCC1 dishwasher wont clean top rack

Possible that the main pump for the spraying system is not working, you will need to check the INLET valve , remove and check if there is flow when the washer is switched to start, if not the inlet valve is faulty as it does not allow water to the pump.
check this link for tips to check the pump;

My dishwasher wont drain out? any ideas?

Start checking drain hose first.
Check water level switch.
If water level is ok check drain pump lines , and test drain pump.
If everything else is ok, test the control board (uncommon).
