Usually controlled by a switch located either in the door hinge or at the top of the door. Be sure the bulbs are good and of the correct voltage.
Start there and let me know if I can be of further help.

the next most logical step is to check to see if you are receiving the proper voltage to the socket that the bulbs are screwed in to if they are incandesant type bulbs.. If your unit is equiped with flouresant bulbs, then look for ballast and possibly transformer and starter issues. don't check socket for voltage on flouresant, could get shocked. There are a variety of configurations out there. Let me know more info if this does not get you there.

Do I have to use a TRUE thermostat on my T-72?

The True thermostat sits on the evaporator in a piece of tube attached to the coil. If it won't switch off at your required temp even at position 1 you can use an air temperature type thermostat in it's place. It will sit in the same place but the sensing end will coil up behind the fan. Get a bar fridge thermostat and it'll adjust to your needs.

True gdm 72 goes below 20 degrees

Usually a blocked condenser fooling the thermostat into running overtime. Possibly thermostat fault but less likely

Water dripping from inside top to bottom of cooler what is causing this and how can i fix it?

Coolers like yours create a lot of condensate. Every time the door is opened warm moist air enters and changes back to a liquid state on the evaporator coils behind the fan and area you see moisture dripping down from top and back wall should be going down a drain pipe to the bottom of cooler and into a pan where a fan blows warm air over the condensate/water returning it back into the store or business that the cooler is located. Looking inside there shoud be a tray or pan that is at the base of the evaporator. True uses different parts but you need to see why the water is leaking from. If cracked tray or line blockage causing overflow into the cooler. Click Here=> Leaking Refrigerators and then again here=> Leaking Refrigerators! This will help you get a better idea of what I am talking about, if helpful please rate. True MFG. does not share their information to me. I would need to be their registered customer to get answers. Click Here=> E-mail True Technicians I also think if you have questions for them they ask for your model number as a reference. They Will answer you just need that number along with GDM-72-RC I will be here if you have questions, Thank You, Sea Breeze

Where do i find the starters for the florescent lights on a true gdm-72

They should be located under the front access cover below the door. Under that cover there may be another smaller covered box that they may be located in.Make sure you disconnect the power source before removing any covers.
