David, the brushes on the motor may be burned out and the conduction process has been compromised. In short the motor is bound up and won't turn. This can happen if surface debris collect on parts of the motor. Do not turn it on for long and let the unit get warm as it will eventually break down permanently.

ITS THE DUCT PIECE ON THE FRONT OF THE DIRTY WATER TANK (DWT). ITS NOT LINED UP. 1. TAKE LID OFF OF DWT 2. SLIDE THE LITTLE SQUARE PIECE (5'X5'X1) (THE DUCT) ON THE FRONT OF THE DWT AS FAR UP AS POSSIBLE AND IF IT BENDS FORWARD FROM THE TOP, DO THAT TOO (SOME MODELS OPEN LIKE A DOOR TOP DOWN, OTHERS JUST SLIDE UP AND OUT COMPLETELY) 3. SLIDE THAT DUCT BACK DOWN AS FAR DOWN AND BACK AS IT WILL GO. 4. PUT THE LID BACK ON BY HINGING THE FRONT LATCHES ON AND THEN SNAPPING THE BACK SIDE DOWN. 5. CHECK TO SEE IF THAT DUCT PIECE ON THE FRONT IS LOOSE BY PUSHING ON IT AND SEEING IF IT MOVES UP AND DOWN. IF IT IS, THE LID ISNT COMPLETELY ON, GO BACK TO STEP 4. IF THE DUCT IS SNUG, CONGRATS YOU SHOULD HAVE JUST MADE YOUR STEAM VAC **** UP THE WATER AGAIN.

You already said it, so check the carbon brushes. Once it is no longer able to push the rotor or stator it need to be replace. Carbon brushes are customized at the machine shop, so you should bring it so that you have a sample of the brushes itself. I have the 7443-940, and on this one, the brushes are powered by the water coming from the water pump. If there is no water in the unit, they will not spin. I do NOT know if yours is the same way, but it's worth trying it out.
the reason the brushes are not spinning is because the belt is slipping, the belt is the bad that connects to the brush to a shaft that makes it spin. Next problam is it is probobly clogged. so water is not going through all the way
