Had the same problem. Was quoted $800 to fix. Searched the internet for 6 months and found this thread on avforums.com Read through all the posts. Very simple fix, but you have to have some mechanical inclinations or you can cause more problems than you started with. I was up to 5 of the black lines, but decided to attempt the soldering these guys did and fixed it all for the cost of a soldering iron!

SOURCE: Haier Plasma TV problem
My experience with a Haier Plasma 42EP24S is that they have weak software chip that goes bad and can cause a number of symptoms from picture with no sound, will not recognize video inputs, or my current problem tv turns on and off irratically. This is the second time i have replace this chip, which is the socketed chip on the vga/component/dvi input circuit card. Last time i had this problem i ended up fixing it myself because sears took over 3 weeks and still could not figure out the problem. I am working on obtaining this chip, probally get about a dozen so if anyone thinks this may fix there problem as well i my have some for sale. email@example.com of Malobicky Digital Systems.

Three kinds of detects count for this problem. It could be the Logic board, or the Logic Buffer board, or the PDP panel. Just drop your tv to the warranty depot shop to repair.

If there is no picture behind the stripe and the edges are well-defined, then one of the display driver ICs has failed. Philips displays can be made by several manufacturers - usually Samsung. The ICs are bonded to the flexible ribbon in most cases, and replacement is an expensive specialist job - and in many cases is simply not possible.
A shadow on the picture is much better - usually due to interference.

Panel is faulty. probably bad connections inside the panel.
Not uncommon. Claim on warranty immediately.
