The simplest solution is to purchase some good fuel system cleaner. I recommend Chem-Tool's Berryman B-12 (found at auto parts stores). Add about double the suggested rate to your fuel and use it. Double is about 2 ounces/gallon. Strong solvents in the solution will help clean the carburetor without disassembly and may cure the surging problem.

The governor shaft must turn freely. You will probably have to remove the shaft and clean it and the bushes it runs on with some wet & dry emery cloth and lube it. You could try some CRC penetrating oil on the shaft position it so the oil runs down the shaft and keep spraying & working it but that may not work.

Engine surgings after running 1hr

You're on the right track its definitely fuel starvation. Try cleaning the fuel tank breather (it's probably in the tank filler cap). This allows air in to the tank as the fuel is used, if it's blocked you get a partial vacuum in the tank and the fuel wont come out.

indicates that there is a blockage in the main jet
or a restriction to the fuel flow
or a low float setting
the run on effect ( dieseling) is from hot spots in the cylinders igniting the mixture that is coming in through the idle circuit when the throttle is closed and the ignition turned off
you can have the valve clearances checked ( .010"hot inlet and .012" exhaust hot ) but as it runs ok- no missing or backfiring etc- it will not be a valve problem

Briggs & Straton 20 HP, two cilinder engine idle speed

Surging is usually caused by a lean condition You can try to turn the mixture screw ccw about 1/4 to 1/2 turn. If this does not solve the problem your carb will have to be removed, cleaned thoroughly, and reinstalled.

Briggs and stratton platinum 5.5 hp ohv i/c engine

The carby probably has a block either in the idle, jet or float valve. These are both internal to the carby. To fix this, you will need to pull the carby off the engine and get it serviced by a tradesman. If you feel keen, split the carby apart, then run a very small drill bit (.38-.7mm) through the Jets by hand. Also spray carby cleaner in there and blow out with air blower.
