If you bought a new bicycle, and that bicycle needs assembly, it is the law that all parts necessary for the proper functioning of the vehicle must be provided. If parts are missing, the correct chain of inquiry begins with the seller. They can then refer you to the manufacturer if they do not have the part that you're looking for. Make sure that you indicate to the seller that the necessary part was not included in the, "Kit". You should be able to attain the necessary part for free if you can verify where you bought it (they may, however, charge you for shipping and/or handling.)
