Question about VisionTek ATI RADEON X1650 Pro 256MB DDR2 PCI Express Graphics Card
When windows 7 was released, ATI made the brilliant decision to stop making drivers for older cards like yours, calling them "legacy devices":
"Using the ATI Catalyst Windows Vista driver under Windows 7 is not officially supported by AMD, and as such AMD will not provide any form of customer support for users running in this configuration"
The newest drivers I could find are available here:
If you are using HDMI, you might be able to check for newer HDMI drivers from inside the Catalyst Control Center once it is installed.

There have been some issues with graphics software left in prior to downloading Windows 7. I suggest uninstalling of VisionTek/ATI software and reinstalling. Click "start", lower left corner of your screen. Find "control panel" and click on to open. In your control panel find "programs and features" right click on that and open. In the list you should see one or two ATI programs. Start with "catalst" install manager". Right click on that,. A window will open, click next. A window will come up with options. Pick "express uninstall remove all software" You will have to click next and allow for it to run and finish. When done click finish and if not prompted to restart, do so now.
When your system comes back up, go back to device manager and make sure anythng with ATI to the left of it is uninstalled. When all is uninstalled, you can download your most recent drivers here;
1 Products-click on graphics card
2 Model-click on x1000 series
3 Operating system-click on Windows 7/Vista and click "Go"
Allow download to run click next and allow all servces to run. At the end click finish and, if not prompted to restart, do so now.
