It's likely that at some point liquid was spilled on the keyboard, causing some of the keys to not work. The only thing you can do is replace the keyboard, which shouldn't be very expensive.

You have to change the keyboard layout in your Operating System.
I really don't know about an Layout for Sri Lanka but you can try different ones that match your keys.
If you bought it in another country it could be set to that countries default layout.

press and hold the "SHIFT" key with the "?" symbol usually on the same key as the "/"(Forward Slash)........ The Right-Shift Button is actually right next to the Question mark.

THe shify Key is also used to type other symbols found on other keys and are usually displayed on the upper side of the keys. When holding shift you will get the special symbols that appears on that key.

How do I insert a symbol eg '!' ?

Depending on your cell phone brand. Sometimes its shift first then the symbol. On the one I have now its "FN" key in which the "FN" key is brownish in color after you press that then any key that has a brownish color symbol on it can be pressed and you get that symbol. This method only allows one symbol at a time unless you press "FN" key again. I hope this helps you.

I dont know how to access all of the symbols that are on a key e.g. one key has a question mark, a slash and two other symbols, one is blue and the other is green

You use teh shift key and the [FN] key to access these extra sets of characters. If it is basically a circle around a symbol then press and Hold the [FN] key while pressing the key you want. If it is the ?,,{,},:," or any of the symbols on the upper part of the number keys at the top of the keyboard just press and hold the shift key while pressing the key.

Ten key pad keys are turned on. How do i switch them off

Solution#1: Accidentally pressing Sft+Numlock key combination will activate & inactivates ten key pad. (You'll see light enabled in padlock symbol with a number in it [i.e.beside ALL CAPS symbol on your lap monitor]).

Use: "ShiftKey+NumLock" (NumbLock Key: 2nd panel from Top right on keyboard)
