Question about Motorola HT1000, MTS2000, MTX8000/9000 Compatible 2 Way Radio Battery Eliminator
We have sold these chargers for over 10 years to users. They only work on NiCad and NiMh batteries, no lithium. They take the battery down to a certain voltage, then recharge. They also have a conditioning feature where they will do this 3x automatically. It has a capacity readout. Terrific chargers.

You do not want to drain the battery completely because doing so runs the risk of making the battery useless and non-fixable. What you need is a unit called a "conditioning charger" which will run the battery down to a low point and then recharge it. A radio service shop is probably the best place to find such a charger.
