Question about Panasonic TH-37PD25U/P 37 in. EDTV-Ready Plasma Television
The only way to fix this unit is to do a software upgrade. Panasonic no longer sells the Jig for the update. I will fix it for you. On a plasma there are 2 buffer boards, upper and lower, it all depends which half of the screen is on as to which buffer to replace, the buffer boards are located usually on the left hand side if you have the back off the unit. You maybe able to reseat the ribbon cables and get the video back up

Is the tv still in warranty? The problem is the upper buffer board, it's a small board that controls the upper portion of the screen. You will have to consult a service center to get it, it's very easy to install

This is a known problem. Panasonic sells a jig to correct it. I had the same problem and bought the jig for about $25. It plugs into a special port in the back of the tv behind a little door. You can read all about it here: http://www.avsforum.com/avs-vb/showthread.php?t=534816

Here sounds like your override setting on cable box needs to be set.
Here is how to fix that-
1. On remote push the button at the top that says CBL or Cable.
2. On remote push power button.
3. On the remote push the menu button.
This should bring up an internal menu called user settings.
4 Use the remote to scroll down to 4:3 OVERRIDE and use the LEFT or RIGHT arrow keys on the remote to change the value to 480i and see if this clears up your problem. If not repeat and change the setting to 480p and one of these settings should fix your problem.
