many power packs marked universal are junk, totally for many reasons. (watts too low, wrong voltage and worse pin out wrong.)
a very old core 2 PC. Intel GM45 chip set ich9m ,circa 2009.

Could be lots of things but would imagine ignition control replated. First off I would suspect a timing issue if this engine has not been started at all since you got it. Find a procedure to manually check/set the timing. The procedure will likely involve setting cylinder 1 to top dead center on the compression stroke and reading the timing marks at the harmonic balancer. . . ( large pulley on the front end of the engine's crankshaft)
