Since you haven't told us what kind of laptop you have, we can't answer you.
For your information, only the newest laptops have bluetooth capability. One way you can find out is to go into the device manager and look at network adapters. If bluetooth is available, you will see a bluetooth device listed.

My Packard Bell product doesn't activate Bluetooth, even thought it's supposed to have it as an option

A job to put a finger on it. The issue could be a faulty bluetooth receiver or even a pairing issue. Try using a smart phone and search for your laptop.

How activate bluetooth

Plug a Bluetooth adapter into a USB port on your computer.

If a Bluetooth adapter is already built in to your computer, ignore this step.

Flip the switch or push the power button on the Bluetooth device to turn it on and make it discoverable.
Click the "Start" button on your computer and select "Control Panel."

Click "hardware and Sound" and choose "Bluetooth Devices."

Click "Add." Follow the onscreen instructions, which vary depending on the kind of device you are installing.
The instructions mostly consist of clicking "Next" or verifying that you want to install the device.
You now have activated a Bluetooth device on a Dell laptop.

How to activate bluetooth in Acer Aspire 5336 Laptop

Have you installed a Bluetooth driver for your specific laptop model? There should be a CD coming with your laptop that has all the drivers you need for it and probably for other models as well..
Also check if u even have a Bluetooth device built-in in your laptop.

Turn-on your bluetooth icon, the installation process will start automatically, and after all click on "OK" button to finish all steps.

When you are installing driver on your system, it may be possible that software ask you to activate bluetooth option, never close this window before OK.
