Click on "start", find "control panel" and click on that to open. In the control panel find "programs and features", right click on and open. If you see Dell Support Center in you list of programs, Uninstall it. If you don't have Dell support center you can download it here:
http://www.dell.com/content/topics/global.aspx/services/en/dsc_home?c=us&l=en
This should cure your problem.

You'll have to uninstall the Dell Support software.

Go to Start > Control Panel

Then click on Add or Remove programs, see if it's in the list (Dell support).

If it's not there, then it will be in your Services or Startup, go to Start > Run... type "msconfig" without the quotes. This will open the System Configuration utility.

Go to the Services tab, and check the box that says "Hide all Microsoft services". Now look for a Dell service that is causing the pop-up error, and UNCHECK the box to disable it.

Do the same step again for the Startup tab.

Could be a problem with the software or that the software is missing. Uninstal Dell Support software through Programs and features and reinstall here;
http://www.dell.com/content/topics/global.aspx/services/en/dsc_home?c=us&l=en&s=gen
Clcik on "start" at lower left of screen, find "control panel" and click on to open. In your list(icons) find "Programs and features". Right click on and open. Find "Dell Support Center" in your list. Right click on that and click uninstall. When finished, retsrat computer. Now, go to link above and do the download. Restart again when finished. Look in programs and features to make sure it showed back up.

Hi. Error 0146 is pertaining to a failing hard drive. You can still try to reinstall Windows Vista by requesting for a CD from Dell by contacting them.

If they fail to send you a CD or if the error still comes up after reinstalling Vista, then you need to replace your hard drive.

Sounds like it is wanting the modem driver.
It should be on a Drivers and recovery CD (Resource CD) or a modem drivers CD. If you don't have those, you can download the driver from support.dell.com
