This issue could be because of three different parts in the fresh food side.
Here is a link to your units fresh food side parts diagram.
Click on the link http://www.searspartsdirect.com/partsdirect/part-model/GE-Parts/Refrigerator-Parts/Model-ZISS480DRDSS/0432/0165000/G0504179/00007?componentDescription=&brandDescription=&searchTerm=sensor#Partslist

Look at part number 336 temperature sensor....tells the control what the temp is and it adjust the damper door part number 367

so we must determine is it the damper that is getting the signal from the control board but is unable to adjust to the controls command because it is stuck, broken,or the motor is bad.

Or is the control getting the info from the temp sensor but is unable to relay the info to the damper door.

Or the temperature sensor ( also called a thirmister) is not relaying the temperature correctly or not at all to the control board (part number 390)

On this link you will be able to check the thirmisters value off of the mother board that is located on the very back panel of your refrigerator.(the backside that is against your wall.)
It will be the last link on the procedure....called a tech sheet. This is the Mother Board print.

GE refrigerator non defrost issue with Mother... This procedure will define the issue with a non defrost issue in all GE refrigerators controlled by

If the Thirmisters check good then you will need to get to the damper door and check to see if you are getting power to it. If you are then the motor is bad ...but first check the door itself for damage or blockage. If the motor/damper is getting power and the mechanics are good on it then you will need to look at the control board.Look for burnt marks ....but if the other parts are good then most proably it is the temperature control board.

Refrigerator is too cold (28 degrees)

this is likely one of the thermistors on the fresh food side has failed. They are usually located under a small cover inside the fridge. They should have a reading of 15.5k-16.5k ohms at 72 degrees. They are easy to check and replace. Here is a link that should help. You can also enter your model # for diagrams and illustrations of your specific model. http://appliancehelponline.com/sxsfreshthermistor.html

I believe your defrost heater inside the back of the freezer compartment rear panel has burned out. Unplug remove the panel and get a look at the defrost heater. If burned out it will be easy to spot because yours has a glass tube around the heating element inside. Let me know what you find, Thanks, Sea Breeze

i have seen this problem before its the control board in the back the board is about 150 dollars and it goes every DING DING 5 years lol horrible design of the one that comes on the fridge every ge side by side has this problem  its very easy to replace but have to "ground" yourself before you touch the new control board meaning rub you hands on plumbing pipes, not pvc or copper

AC,DC, gas RV fridge Dometic

You more than likely need to replace the control cable between the upper and lower board. It comes as a kit with the upper board. You can also do a bypass test by unplugging your thermoster from the circuit board. The thermoster is the temperature control for the refrigerator nothing to do with the freezer.
