check the oil filter from the oil tank,the oil line ,the worm gear and the oiler under the clutch.Clean the ways where the oil goes with compresed air.(after you fill out the oil tank)Also check the oil hose.

Mine did this when nearly brand new. You likely have a nasty jam of oil and sawdust stuck between the chain brake and the flywheel. It can be loosened by either careful prying of the case or precise shots of carb cleaner up in the housing. While you are in there look for a buildup of oil around the chain brake connection to the kickback paddle.

Remove the sprocket cover, bar, and chain. Find area where oil is discharged from case--is any part of the rubber seal damaged? Next, use compressed air to clean sawdust and dirt from oiler ports in rear of bar as well as the chain slot. Are you using motor oil instead of bar oil? Make sure there is nothing to prevent bar from making close contact with oiler port in case. Reassemble all parts and adjust chain tension.

An IPL (exploded parts list) for your saw can found here:
Serial number decode – for use with IPL
06 = year produced – 2006 (single digit before 2000)
15 = week produced - March
00198 = 198th unit produced by Husky that week
The manual and IPL list no way to change oiler output. Your manual (page 16) says
"If the chain lubrication system is still not working after
carrying out the above checks and associated measures
you should contact your servicing dealer." HTH
One question - are you using bar oil? It is thicker and stickier than most oils.
