Question about HP LaserJet 1020 Printer
For laser printers there is no print head as such to be cleaned as in ink jet printers.
There are however many causes & solutions for fuzzy or light print issues.
The best solutions can be found on HP's website itself. Click on the link below which will take you to step by step solutions which will more than likely solve your problem:
If the solutions from the HP web page don't solve your problem it may be neccessary to take your printer in to an authorised HP repair shop.
However, if the solutions are followed step by step, I am confident your problem will be solved.

SOURCE: printer won't print color
when you change the ink cartridges you are NOT changing the print head. The print head is in the carrier. If the print head has become clogged or worn then usually it needs to be replaced. Unfortunately it us probably cheaper to buy a new printer.

blank pages and bad print are not the same problem. Regarding costly ink, a epson printer tech told me once that the secrete to cleaning a bad print head was to run deep clean 7 times in a row and then a head test and it has worked for me several times on other printers (not an expert here, just personal experience).
Additional note, I have seen both cleaning chemicals and cleaning cartridges on the web, example, searching google for one for my printer I would search for cc-bci-6c which is for a canon cyan cleaning cartridge. Don't know if they work but in case it helps.. good luck.

My 1st brand new cartridge and ink tanks did not work. I took them out and put in my other new ink cartridge and ink tanks, and now it works fine.

Do you mean the thing that holds 5 catriages? Sometimes, I keep it in the center by hand.Of course, you do not need always hold it. Once it stays, you can move your hands and replace catriages.

SOURCE: I need a new print head
Check if the service station proper covers the black nozzles when the printhead is parked. Sometimes the mechanics change its position and the printhead dries out.
Try to unclog the nozzles with very hot water. Sometimes it helps. The new printhead is very expensive and you may want to buy a new printer instead.
Remove the printhed, put it in a bowl with the nozzles down and fill with boiled water until the nozzles are covered. Wait 15 min and dry the electric contacts with a dry napkin. Good luck!
