Just press hard on the bubble with your finger to turn the bubble light on. You may have to do it a couple of times. It goes off by itself after a short time.

Sachtler Video 18 III: It will not hold level when I pan. The problem is not if the ball is tight.

Sounds like your built-in level may be out of alignment. You may want to try to level the head using a hand level to double-check the accuracy of the tripod head's built-in level.

Bubble level for Manfrotto 475B

Not quite sure what you are hoping to achieve here - the bubble is to help you level the tripod, and by its very nature when centred will indicate this. Once you have levelled the tripod, adjust the head (pan and tilt, or ball and socket) until the camera is also level. It is possible to purchase a three-way level that fits in the hot shoe.

Model 32048253: Can the level bubble be filled?

Google 9.5mm X 25mm Acrylic Tube Bubble Spirit Level Vial. Thats ~ 3/8" x 1" Cost a few dollars including shipping. Carefully peel back the warning stickers, take out the 4 screws, pry the broken one out, clean up the old epoxy, epoxy the new one in and put back together. The whole operation takes less than 6 minutes assuming that you use 5 min epoxy to reset the new bubbles.

Make sure that yours are 3/8" x 1" before you buy replacements.
