I seem to have the same with a 2nd hand AMW monitor, so it shows the CMOS screen for 1 second,. then the windows loading screens for 1 second, then Windows for 1 second then if you power off then on you can view for 1 second. The monitor is running through DVI, although the replacement is a Sony running through VGA which still works fine.

Two case trouble reason and need to do:
1) back light driver (inverter) works not stable and DC power protect. it near some component damage, should repair inverter by egineer.
2) back light (lamp) over life cycle so protect by the inverter, should change new lamp (regular parts)
3) DC power supply not stable or component over life( wave filter capacitor), should be replaced

you may try to solve this problem by some points

    1) check your power supply 5V/12V ok (no unstable wave)

    2) check inverter capacitor (two) might be died, check inverter PWM drivers (FET chips) , and PWM chip DC voltage (12V), etc.

    3) you need make sure the lamps that could be over life cycle.

First place to check will be the power supply section, look for bad caps with bulging top first, post back what you see so we can guide you more, see example of failed monitors due to bad caps: http://s807.photobucket.com/home/budm/allalbums

Look inside for bad caps with bulgng tops, worst case will be shorted out transistors in the backlight inverter circuits or bad lamps. Check to see if you do have he 12vdc for the inveter circuits. See example of failed monitors with bad caps here: http://s807.photobucket.com/home/budm/allalbums

Se198wfpf lcd does not stay on screen briefly

It could be the high-voltage inverter board, I case of a faulty backlight (one of the tube flickers) the board would protect itself by powering off. Try changing one of the CCFL tube.
