1) It might be a motherboard problem, you may have to change a suitable motherboard
2) Try reset your motherboard to default setting,
3) if your motherboard do work, get a old PCI display card if possible. Try to get a display
4) go to HP website to get your latest bios to see everything is in place

You have to have ram memory in, for the computer to operate at a basic function. To get to the BIOS POST screen.

When changing out hardware do you have the power disconnected from the computer?
Yes, I know, but I have to ask.

Also, do you follow anti-static precautions before sticking your hands inside the computer?
Touch the metal frame of the open computer case before reaching inside?

Your body carries Static electricity.
Static can fry out the hardware components inside your computer.
Especially the Processor, which is the most susceptible hardware component to static shock.

1) Computer unplugged from power. Video card removed. Monitor plugged into VGA port on the motherboard. Ram Memory installed. Harddrive data (Interface) cable disconnected, and power cable. Same for any optical drive/s.

Press the Power On button in, and hold it in for a count of Five seconds.
Let go.
Do this procedure 2 more times.

What you are doing is clearing CMOS Error Codes, and resetting BIOS Setup back to the factory default settings.

Plug back into power. Wait 1 minute. Turn the computer on.

Do you get the BIOS POST screen? Let's start from here.

Hp Pavilion a1620n seems completely dead. Went through a diagnostic and presumed the ps was burnt out. Have since seen the ps light on while all internal cables are unplugged. Can plug all cables in and ps...

No, it indicates a bad power supply.

1) ALL the lights use less than 1 Watt
2) EACH fan uses 2 to 3 Watts

3) A typical processor uses 55 to 125 WATTS.

The base model of the HP Pavilion a1620n Desktop PC, comes with an Intel Pentium D 925
(Operates at a maximum of 3.0GHz)

The Intel Pentium D 925 uses 95 Watts,

In most cases the inside of the computer is dirty, as well as the inside of the Power Supply, and it's fan.

Heat = Wasted Energy
When the Heatsinks inside a power supply, and it's Fan, (To include the fan blades, fan center hub, and surrounding fan cage), become clogged with gunk, the cooling capacity of the power supply drops tremendously.

Since Heat = Wasted Energy the power supply tries to keep up with the power load demands.
Eventually components inside the power supply fail.

(Usually the Electrolytic Capacitors are the first to go)

The power supply inside a Pavilion a1620n is a common SMPS. Switched Mode Power Supply.

The style is the common ATX, that is used in over 90 percent of desktop computers. (ATX 12V)

The Wattage is 300 Watts.

Should you like help in finding a replacement power supply that is affordable, and reliable, just state so in an additional comment.

I do advise staying away from the cheap generic models, as they can fail in 6 days to 6 months. ($20 to $25 range)

When you power it up the fans start running fast and computer does not do anything else

You should try checking your power supply if it is working properly , check the power cables using Analog Voltmeter, if you dont have any problems with your power supply, then it might be a problem on your motherboard which makes it to act strange, you should try reconnecting the cmos battery to reset the BIOS.

Fan running, HDD light solid, no display

I assume there are no post codes (beeps)?

Pull everything including the video card, leave only the RAM and CPU installed.

Try powering it on, You should hear a long beep, then some short ones to tell you the video card wasn't detected.

If you still don't get any post beeps, try resetting the BIOS, and re-seat your RAM.

If it still doesn't post it could be a system board mounting issue, bad system board, bad RAM, bad CPU, or bad Power Supply
