So if you want to keep your email address, the best thing would be option 1), as you said. Here's a little explanation first:
Now you have 2 Google accounts: a) one that you use with another email address, and this is what you use for Youtube and Picasa. b) one that you only use for Gmail
This second account (the one you use for Gmail) also has a Picasa, Youtube etc. associated with it, but they are empty because you don't use them. You can check this if you log in to Gmail and click on the "more" menu top left and go to Picasa (photos) and YouTube.
What you should do is to transfer the content from your first Picasa and Youtube account ("a") to the second, unused one ("b").
For Picasa: I guess the best would be to use the Picasa software to download your albums to your computer and then upload them to the other one. For Youtube: I don't really know, but you can ask in the Youtube help forum (see linked below).
