If shut down at end of season by air con person may be switched off in roof unit. just remove one side and should have switch in unit usually near pump

Turn the power of to both the heater and the cooler. Turn the power back on to the heater and the cooler at the same time then reset codes on controller.

You can't get a person to balance the blades, they just replace them. As for it coming on off on off... That sounds like a Tstat problem. Perhaps you should change the Tstat. You might even have a short in the tstat wire.
